State Level Criminal Searches
ESR performs state based criminal record searches where available directly from the agency legislatively designated to maintain those records. It is important to note that there are only a few states that meet the best practice standard of court house equivalency largely due to state records being incomplete, not having identifiers, or there not being updated at least on a monthly basis. Where state records are not court house equivalent, they are suitable for expanding the level of due diligence but not sufficient as a stand alone search.
State Specific Searches
Below is a list of state specific searches that employers can consider. Surcharges and special requirements are as noted but are subject to change without notice. Please keep in mind that these searches are a supplemental tool to county court searches. As with all databases searches, there can be issues as to timeliness, completeness and accuracy. However, these state record searches can be a valuable addition to an employers overall due diligence. In addition, database searches are subject to both “false negatives” and “false positives.” A “false positive” for example can be caused when there is a case of identity theft, and a person commits the crime under a stolen identity. Unless otherwise noted, the average turnaround time is 24-48 hours. Some states discount searches for qualified volunteer organizations. Some states require special forms or that forms be mailed. All details subject to change without notice.
Where a database is not the functional equivalent of going to the courthouse, ESR will re-verify the information by a courthouse search.

This list does NOT include states where a notarize release or fingerprints are required, or where there is an undue waiting time.
Surcharges include both fees charged by some states and/or as special access costs.
The Alabama Administrative Office of the Courts provides statewide court data back to 1994 (earlier records may exist). Records are verified by name and date of birth. Record information includes felony and misdemeanor offenses - identified separately. Offense description, county of conviction, file date, conviction date, case number and disposition are reported. This has a 1-2 business day turnaround.

Database of all 75 circuit courts, updated monthly. Records available as far back as 1981, if requested. The report will show:
Any pending Arkansas felony arrests (charges pending in court where a disposition has not been entered).
Any felony or misdemeanor convictions for the State of Arkansas.
If the person is required to register as a sex offender (all levels - one through four).
You will not have access to:
The same information that is available to law enforcement.
Misdemeanor arrests that are pending (charges pending in court).
Arrests that ended in the case being dismissed, no processed or found not guilty.
Traffic records that do not appear on the criminal record.

|CO||Updated daily. Covers all CO but Denver Co.--- Denver County search is additional-records may not always contain identifiers and need county search to verify subject and clarify disposition.|
|CT||All counties report. Felony and misdemeanors - Convictions only. Goes back 7-10 years plus. 2-4 day turnaround.|
|DE||The Delaware Administrative Office of the Court provides statewide court data back to 1992. Name and exact match with date of birth and/or address verify records. Record information includes felony and misdemeanor offenses not separately identified. Offense description, file date, disposition and disposition date, date of arrest and sentence information are reported.|
|DC||The District of Columbia District Court Administrator provides district wide court data back to 1979. Records are verified by name and date of birth. Record information includes felony and misdemeanor offenses – identified separately. Offense description, county of conviction, file date, conviction date, case number, and disposition are reported|
|FL||Records are maintained by the Florida Department of Law (FDLE) Enforcement where the database is updated daily and can date back as far as 1983.|
|GA||GCIC Statewide Search through Police station, includes wants and warrants.|
|HI||Hawaii Department of the Attorney General – Covers all Hawaii central courts. Felony and misdemeanors, convictions only. Complete and accurate social security number required.|
Idaho State Judiciary - Idaho Supreme Court Data Repository. Felony and Misdemeanor records date back to 1995 with all 44 counties contributing. Some case information and identifiers are limited.
|IL||Convictions only. 6+ week turnaround if hit discovered. State requires hit information to be forewarded to subject. Includes a $10.00 access fee. If multiple subjects with the same name and DOB, fingerprint ID cards required to get case information. Subject to Delays|
|IN||Instant online access to records maintained by the State Police. Database is updated in real time. Class-A misdemeanor and felony records are included in the report and date back 99 years. $7.00 for qualifying Non-profit organizations|
|IA||Criminal, civil, probate, traffic and appellate information is available from all 99 counties from the search. There is no extra court fee for basic information including filings, criminal charges, dispositions, child support payments, and fine payments.|
|KS||The Kansas Bureau of Investigation (KBI) operates the Kansas Central Repository for CHRI. Kansas CHRI consists of summary information about: Violations of Kansas law that are felonies or class A or class B misdemeanors. Class C misdemeanor assaults are also part of the CHRI. Juvenile offender data for the same violations of Kansas law is also included in the CHRI. Violations of municipal ordinances or county resolutions that are equivalent to a class A or B misdemeanor or class C misdemeanor assault under state statute, when that violation results in a court conviction. Disposition of the violations as reported by the prosecuting attorney. Dispositions in Kansas municipal and district courts. Incarcerations by Kansas Department of Corrections. Turnaround time varies from 2 days to 3 weeks|
|KY||Traffic and Misdemeanors dating back 5-8 years, and Felonies dating back to the late 1970s. Database is updated daily. The Administrative Office of the Courts offers criminal record reports to individuals, businesses, licensing agencies, government entities and others. The information comes from CourtNet, the AOC’s statewide database that collects court information from the local case management system in all 120 Kentucky counties. The CourtNet database contains more than 4 million records that cover all misdemeanor and traffic cases for at least the last five years and felonies dating back to 1978.|
Caddo, Calcasieu, Oreleans, Rapides, St. Tammany Parishes, Boosier and each East Baton Rouge Parishes. Parish provides local court records dating back a minimum of seven years. Records are verified by name and date of birth. Record information includes felony and misdemeanor offenses. Offense description, file date, conviction date, disposition date, case number, fines and sentence information are reported.

Alternate search through ME State Police. $31.00 per search. "No record" results are instant, up to 2 weeks plus for record matches. True statwide.
|MD||Maryland AOC -- The Maryland Administrative Office of the Courts provides statewide court data back to 1992. Name and exact match with date of birth, and/or address verify records. Record information includes felony and misdemeanor offenses not separately identified. Offense description, court of conviction, file date, conviction date, case number and disposition of criminal records.|
|MA||CORI-System: MA Dept. of Public Safety - Felony convictions and recent open arrests. 4-6 week turnaround average.|
|MI||State police records cover all 83 counties and includes misdemeanor and felony records. Cost is $10 per subject, available online and instant. Database is updated daily and spans back to the 1940s.|
Minnesota criminal history records contain information on all arrests and convictions.
State statutes require all law enforcement agencies in the state to report juvenile felony and gross misdemeanor arrests, and adult felony, gross misdemeanor, enhanced gross misdemeanor and targeted misdemeanor arrests to the Bureau of Criminal Apprehension (BCA). They are not required to report other misdemeanor arrests, but they may report them if they choose.
The law enforcement agencies send a copy of each arrest fingerprint card to the BCA. The information from each card is recorded in the CCH record. Courts and Corrections report information regarding convictions, court dispositions, probation, and custody actions which are recorded in CCH.
A criminal history record is only as complete and accurate as the information that is provided to the BCA by law enforcement, courts, and corrections. If fingerprints are not received for an offense the information related to that offense will not be part of a criminal history record even if it resulted in a conviction.
In addition, you may receive a conviction record but no confinement information if a fingerprint card was not received from the confinement agency.

|MO||Search may reveal some non-convictions, though mainly convictions only. If record match, delay ranges from 1-4 weeks. Not comprehensive. Complete and accurate SS# not strickly required but recommended.|
Provides criminal history record information as defined in Section 44-5-301 of the Montana Code Annotated. MT DOJ All felony offenses
misdemeanors, if the arresting agency submits fingerprint cards to the repository. If no fingerprint is submitted, not shown. Record does not include information on protection orders, warrants, traffic offenses (except felony DUI), federal offenses (including tribal), intelligence or out-of-state records. The criminal history record does note whether an individual is registered as a sexual and/or violent offender in the State of Montana.
Nebraska Judicial Branch Search. The JUSTICE system search can provide you with all of the public information about a case, as it's been entered. This information includes, but is not limited to: 1.) Case Detail, such as the date and outcome of the trial, what the case was about, and who the judge was; 2.) Party Listing, including the plaintiff and defendant, and often times their associated attorneys as well; 3.) Court Cost Information, including all fees associated with the case; 4.) Payments by and to the Court, and; 5.) Register of Actions, so you can follow everything that's been done with the case up to, during, and after the case, should it have been recorded
The full listing of cases is updated nightly, so there is a 24 hour lag time between when data is entered into the system, and when it appears on the search. Please be aware that, due to the high volume of data entry involved, not all listed information may be available for every case. The JUSTICE system is fairly easy to use. A search can be performed using one or more of the following criteria: 1.) The name of a party involved in the case (who is not a witness); 2.) The county in which the case was filed; 3.) The generalized type of case; 4.) The judge who tried the case; and 5.) The year that the case was heard. Please Note: The case search system provides access to cases filed in all 93 of Nebraska's county courts and to all district courts except the Douglas County District Court.

|NJ||Statewide search through New Jersey Police|
|NM||New Mexico Judicial Branch Court database search accesses New Mexico District Court, Magistrate Court and Municipal Court data. Municipal court data is limited to criminal Domestic Violence and DWI historic convictions from September 1, 1991 onwards. Bernalillo County Metropolitan Court DWI data is available in this search; however, to search other Metropolitan Court case data a separate search at the courthouse is required. District and Magistrate case information is updated every day. It is, therefore, current to within 24 hours of the time data is entered into a court's database. Cases filed prior to the completion of the statewide court automation project in June 1997, may exist in a database, depending on the individual court. All county central court search of court records except the Bernalillo county court is incomplete. A separate standalone Bernalillo county data base search is also performed. This is not an on site county level equivalent search.|

Search result information such as; years searched, disposition and status will vary depending on county. Expected turnaround is 1-4 days. Gender required.
Alternative search Criminal records from the Oklahoma State Bureau of Investigation. This is mail in only at present, soon to be adding a Fax option. More comprehensive search. Turnaround averages from 2 - 4 weeks. $15.00 per search.
|OR||Records from Oregon Judicial Info Network-covers all counties from at least 1993|
|PA||State police records including convictions and arrests (PATCH system is subject to delays if there is a possile match)|
|RI||Rhode Island Judiciary search includes misdemeanor and felony records. Database is updated daily and dates back to 1980s or as far back as subject's 18th birthday.The year of birth is required for a match beyond name only. The Judiciary of Rhode Island provides a disclaimer that the search is provided only as an informational service and should not be relied upon as an official record of the court.|
|SC||Law enforcement records available for misdemeanor and felony offenses. Database records are updated daily as they are submitted from state law enforcement and courts and date back to subject's 18th birthday. May not provide final dispositions. Gender required (ESR bases on first name but in some instances, may need client assistance).|
|SD||Statewide Criminal Convictions Searches are conducted through a statewide system as made available by various state agencies. These records include persons guilty of felonies and some state-level misdemeanors. Results show at minimum: the case #, charge(s), dispositions and sentence term and go back at least seven years. Expected turnaround is 1-2 business days.|

Through Utah State courts. A very comprehensive search but still not a substitute for an onsite county level court search. Price and turnaround are subject to change depending on number of records and county. Subject to long delays.
|VT||A Criminal Convictions Record will contain only crimes for which an individual has been convicted in a Vermont District Court. The Criminal Conviction report includes both misdemeanors and felonies. Only motor vehicle convictions adjudicated in a Vermont District Court after 9/1/1995 are returned. The record will contain the date of conviction, county of jurisdiction, conviction offense, conviction level and sentence. A Criminal Convictions Record will NOT contain motor vehicle violations not prosecuted in Vermont District Court before 9/1/1995, cases which have been dismissed, referred to diversion or where prosecution was declined, victim information, juvenile or family court cases and cases that have been sealed, pardoned or expunged. The Criminal Conviction Record will not contain any individual's personal identifying information other then the name and DOB that the user is required to provide.|

|WA||Washington State Patrol-This database includes conviction information, arrests less than one year old with dispositions pending, and information regarding registered sex and kidnap offenders.|

|WI||Access to Circuit Court records that include traffic, misdemeanor and felony records that cover all but one county (Portage). The database dates back a number of years depending on the offense, from 5 years for Traffic Forfeiture cases to 75 years for Class A felony offenses.|
