Consent Based SSN Verification (CBSV)
ESR performs Consent Based Social Security Number Verification Service (CBSV) directly with the Social Security Administration (SSA) as the designated agent for companies who have enrolled in the CBSV program. With the prior consent of the SSN holder, CBSV is used to verify whether the SSN holder's name and Social Security number combination match SSA's records. CBSV returns a match, no match, or death indicator. CBSV verifications do not verify an individual's identity, only that the number presented matches the specified name.
Reason You Need This Information
The Consent Based SSN Verification (CBSV) System allows private businesses and government entities to verify if the name and SSN obtained from an applicant matches or does not match the data in the Social Security Administration's (SSA) records. The information is matched against SSA‘s Master File of Social Security Numbers (SSNs), using Social Security number, name, date of birth, and gender code (if available). With the consent of the SSN holder, enrolled users may utilize CBSV to verify whether the SSN holder's name and Social Security Number (SSN) combination match SSA's records. CBSV returns a “yes” or “no” verification indicating that the submission either matches or does not match our records. If records show that the SSN holder is deceased, CBSV returns a death indicator. The purpose is to prevent fraud and the misuse of false social security numbers.
Limitations/Notes on Using this Information
As compared to a Social Security Number (SSN) Trace which is NOT an official review of government records, the CBSV comes directly from the Social Security Administration. However, the CBSV verifications does not verify an individual’s identity and does not demonstrate a right to work in the U.S. In addition, the SSA currently requires an actual signature on a government document and does not permit an electronic signature which means that it is not a paperless system and requires the handling of paper.
