Attorney Lester S. Rosen, CEO of Employment Screening Resources (ESR), will address the 2014 national meeting for the National Safe Environment Coordinators Victim Assistance Conference (NSEVAC) for the Catholic Church in Nashville, TN on May 5 and 6.   

Mr. Rosen will be addressing issues related to background checks as part of a child safety program for faith based and volunteer organizations.  Although a background check may not all by itself protect children, it is a critical part of any child protection program.  Topics will include best practices for background checks, legal compliance with the federal Fair Credit Reporting Act (FCRA), the uses and limitations of various tools used for screening, special issues in screening volunteers and an introduction to issues involving international background checks. 

The Safe Environment Program Coordinator ensures accountability in implementing the approved safe environment program for in their Diocese as called for in the USCCB (United States Conference of Catholic Bishops) Charter for the Protection of Children and Young People and Essential Norms. This includes serving as a primary contact for the USCCB Office of Child and Youth Protection, coordinating the training/educational aspects of local Charter implementation, preparing for regular compliance audits, and working with other diocesan and parish personnel to ensure adequate programs, policies, education and training are in place for people of all ages. The goal for the Safe Environment Program is to better equip the faithful of the diocese to prevent, identify, and respond to the sexual abuse of minors, making all parishes and Catholic schools sacred places that are safe now and in the future.

Lester Rosen Bio

Attorney Lester Rosen is founder and CEO of Employment Screening Resources® (ESR), a nationwide background check firm accredited by the National Association of Professional Background Screeners (NAPBS®). He is the author of ‘The Safe Hiring Manual,’ the first comprehensive guide to background checks, and ‘The Safe Hiring Audit.’ Rosen is a frequent speaker on the topic of background checks and his appearances include numerous national and statewide conferences. He was chairperson of the steering committee that founded the NAPBS and served as first co-chair. He also has qualified as an expert witness on issues surrounding safe hiring and due diligence.
