U.S. employers face many challenges when conducting background checks on workers who have lived, worked, or studied in foreign countries, according to a new white paper titled ‘Introduction to International Background Screening’ just released by Employment Screening Resources (ESR), a San Francisco, CA-area background screening provider accredited by the National Association of Professional Background Screeners (NAPBS). Legislation recently introduced in the U.S. House of Representatives would make the use of E-Verify – a free, web-based, government run electronic employment eligibility verification system – “permanent and mandatory” for all employers in the United States and also provide for penalties for businesses employing illegal workers not authorized to be employed in the United States. The need for international background screening – where firms provide employers with criminal background checks, past employment and education verifications, and reference checks on people who have spent time outside the U.S. – has been demonstrated by a recent report on the rise in fraudulent and dishonest claims in resumes by job applicants in China. A ‘7 On Your Side’ report from KGO-TV ABC 7 in San Francisco, CA, shows that while many employers currently conduct criminal background checks on job applicants as part of an employment screening program, these job applicants can find out the hard way what happens if those background check results are a case of mistaken identity. Should employers be allowed to ask job applicants for the logins and passwords to their social network site profiles such as Facebook as part of employment background checks? The answer to this question may involve the next frontier of online privacy, suggests the American Civil Liberties Union (ACLU), after the Maryland Department of Corrections (DOC) asked a job candidate for his Facebook login information as part of a background check.
