“Background checks are increasingly subject to litigation, legislation and regulation,” says Rosen, founder and CEO of background check firm Employment Screening Resources (ESR). “In addition, California has its own detailed requirements, and any failure to dot just one ‘i’ or cross one ‘t’ can expose a Private Investigator to $10,000 civil liability per background check even if no one was actually harmed.”
