California Employers Should Apply Same Background Screening to Apprentices as Used for Any Hire

With the number of apprentices in California expected to reach 100,000 by 2020, Attorney Lester Rosen, founder and Chief Executive Officer (CEO) of San Francisco-area background check firm Employment Screening Resources (ESR), advised employers in the state to apply “the same background screening and due diligence procedures used for any hire” to apprentices in a story from Recruiting Daily Advisor.

“An employer’s duty of due diligence in hiring would very likely extend to an apprenticeship program which means that employers should consider applying the same background screening and due diligence procedures used for any hire,” Rosen told Recruiting Daily Advisor. “An apprentice who is not qualified or suitable can cause just as much legal exposure as an employee who engages in misconduct.”

Rosen – author of “The Safe Hiring Manual” – said employers “would probably want to know the person qualifies for employment once the apprenticeship is completed” before investing time and money in an apprentice. “At the same time, a candidate for an apprentice program is also entitled to all the same legal protections as any other applicant,” added Rosen, a noted speaker on background screening issues.

In May 2018, the California Labor and Workforce Development Agency announced there are almost 82,000 active apprentices in the workforce and that number is expected to climb to 100,000 by 2020, nearly double the 53,000 apprentices working for the state of California in 2015. The growth is due to a $15 million investment made over the last three years through the California Apprenticeship Initiative.

The Recruiting Daily Advisor story explained how apprenticeships are an efficient way to hire qualified employees: By the time an apprenticed worker is fully trained, the person has conformed to specified professional standards, is generally more productive than the average worker, is more committed to the profession and the employer that has provided the training, and has high job satisfaction.
