To help Consumer Reporting Agencies (CRAs) deal with Fair Credit Reporting Act (FCRA) compliance issues outside the traditional employer‐applicant relationship, Attorney Lester Rosen, founder and CEO of Employment Screening Resources (ESR), will present a session titled “Staffing Vendors & Third Parties Can Create Liability Landmines for CRAs” at the 2015 National Association of Professional Background Screeners (NAPBS) Annual Conference on Tuesday, September 22, 2015, from 11:15 a.m. to 12:15 p.m.

In the session, Rosen – author of “The Safe Hiring Manual” – will show how complex FCRA compliance situations can occur involving third parties such as Human Resources service firms, staffing vendors, Recruitment Process Outsourcing (RPO), Professional Employer Organizations (PEOs), recruiters, credentialing agencies, or private label resellers. Subtle nuances can change what CRAs must do to ensure compliance and the notion of “co‐employment” can mean more than one party has FCRA duties.

The National Association of Professional Background Screeners (NAPBS) – “The Voice of Screening Professionals” – exists to promote ethical business practices, compliance with the FCRA, equal employment opportunity, and state and international consumer protection laws relating to the background screening profession. The 2015 NAPBS Annual Conference will take place in Austin, Texas, from September 20, 2015 to September 22, 2015. To learn more, view the SCHEDULE OF EVENTS.

Rosen is a nationally recognized background check expert and his speaking appearances have included numerous national and statewide conferences. He was the chairperson of the steering committee that founded the NAPBS and served as first co-chair. In 1997, he founded Employment Screening Resources (ESR) in the San Francisco, California-area and ESR is a founding member of the NAPBS and accredited by the NAPBS.
