Attorney Lester Rosen, founder and chief executive officer (CEO) of global background check firm Employment Screening Resources® (ESR), has written an article available on LinkedIn Pulse chronicling the 40-year career in the screening industry of Attorney Larry Henry, a noted expert on the Fair Credit Reporting Act (FCRA) and the founder of the CRAHelpDesk.com website that has assisted numerous Consumer Reporting Agencies (CRAs).

In his article titled “Attorney and FCRA Expert Larry Henry Has Served Screening Industry Since 1981” that was published on LinkedIn Pulse on October 27, 2020, Rosen – a noted background check expert himself and the author of “The Safe Hiring Manual” – wrote: “Larry is the go-to lawyer for a number of screening firms. A large number of CRAs rely on Larry’s for legal advice and he has represented a number of CRAs in legal actions.”

Rosen described the beginning of Henry’s long career in screening: “Attorney Larry Henry started his participation in the screening industry in 1981 when the owner of DAC service approached Larry’s firm for legal assistance in helping to start a screening firm. Larry was practicing labor law and was the lawyer who the firm assigned to DAC. Larry has been actively involved and has been a large influence in the screening industry ever since.”

Henry was a member of the first Board of Directors of the Professional Background Screening Association (PBSA), a non-profit trade group for screening firms formerly known as the National Association of Professional Background Screeners (NAPBS). “As co-chair of the first board of directors, it was clear to me that the industry benefited tremendously from Larry’s experience, legal knowledge, perspective, and demeanor,” Rosen wrote.

Rosen noted Henry’s expertise on the FCRA, a federal law enacted by Congress in 1970 that regulates CRAs performing background checks. “Larry was the first lawyer specializing in screening issues and the FCRA and continues to be active on behalf of the industry and screening firms. Larry was actively involved with other industry members in the first, and to my knowledge, only FCRA amendment that was helpful to employers.”

Rosen also described the website CRAHelpDesk.com that Henry authored and still maintains to this day: “That is the go-to resource for many employers and screening firms. It provides employers and CRAs with legal compliance requirements on the federal, state, and local levels. The Helpdesk not only covers the FCRA and state law equivalents but also state-specific criminal rules and numerous other compliance issues.”

In addition, Rosen also called upon Henry to help him while he was writing his book “The Safe Hiring Manual,” the first comprehensive guide to background screening for employment purposes. “I consulted with Larry on a number of legal points around the FCRA, state-specific rules, and criminal records to ensure accuracy and completeness. He made significant contributions to my book,” Rosen wrote.

Henry has been a frequent presenter at PBSA conferences and webinars, and his law firm has been a long-time exhibitor at PBSA conferences. He was the co-author with Derek Hinton on the 3rd Edition of the “Criminal Records Manual,” which was published by Mike Sankey at BRB Publications in 2008. He also contributes a legal compliance question and information in the “Background Buzz” monthly ezine published by Barry Nixon.

Rosen is a noted background check expert who was chairperson of the steering committee that founded the PBSA (then called NAPBS) in 2003 and served as the first co-chair. In 2019, he was awarded the PBSA Lifetime Achievement Award. The PBSA was established to represent the interest of companies offering employment and currently has nearly 900 member companies.
