The Professional Background Screening Association (PBSA) will continue to strengthen the professionalism of background screeners in the United States with a strict and thorough set of professional standards of specified requirements and measurements for accreditation, according to the “ESR Top Ten Background Check Trends” for 2021 compiled by leading global background check firm Employment Screening Resources® (ESR).

The PBSA offers an accreditation program for consumer reporting agencies (CRAs) located in the United States. The Background Screening Agency Accreditation Program (BSAAP) has become a widely recognized seal of approval bringing national recognition to background screeners for their commitment to achieving excellence through high professional standards with accountability that results in continued institutional improvement.

The BSAAP provides a detailed process for evaluating and improving internal operating procedures that benefit every CRA and its clients. CRAs accredited through the BSAAP have made a commitment to uphold and deliver the highest level of industry standards for the six critical areas of Information Security, Legal and Compliance, Client Education, Researcher and Data Standards, Verification Services Standards, and Business Practices.

To become accredited, CRAs must demonstrate initial and ongoing compliance with the accreditation standard as prepared by the Background Screening Credentialing Council (BSCC). Compliance is demonstrated through rigorous desk and on-site audits completed by an independent third-party auditor. Accreditation lasts for a period of five (5) years, after which time firms are required to recomplete the process to remain accredited.

A revised version of the BSAAP Standard that took effect in April 2018 included several new clauses that CRAs must demonstrate conformity with, including an “Information Security Certification” clause that stated CRAs must hold a current information security certification such as a SOC 2 Type II report and provide evidence of completing an information security audit when Personally Identifiable Information (PII) is held at the CRA.

Founded as a non-profit trade association in 2003, the PBSA was established to represent the interest of companies offering employment and tenant background screening services. PBSA currently represents over 880 member companies engaged in employment and tenant background screening around the world. PBSA is the trusted global authority for the screening profession. ESR founder and chief executive officer (CEO) Attorney Lester Rosen was on the steering committee that founded the PBSA, which was formerly known as the National Association of Professional Background Screeners (NAPBS) before rebranding to a new name in 2019. That same year, Rosen received the PBSA Lifetime Achievement Award that recognizes an individual’s contributions that have advanced excellence in the screening profession.

ESR first achieved accreditation in 2010 and was recognized by the BSCC as being part of the first group of CRAs to be accredited. “Working to achieve accreditation was a total team effort by the ESR staff and the process itself was a rewarding experience,” Rosen stated in a press release about the achievement. ESR then completed an interim audit in 2014, achieved re-accreditation in 2016, and completed another interim audit in 2019.
