Attorney Lester Rosen, founder and Chief Executive Officer (CEO) of Employment Screening Resources® (ESR), will speak to members of the Professional Background Screening Association (PBSA), a non-profit trade group representing background screening firms, and other participants during the Virtual 2021 PBSA Mid-Year Legislative and Regulatory Conference taking place virtually from April 19, 2021, to April 20, 2021.
Rosen will be part of a panel of four speakers discussing “Fair Chance Screening” on Tuesday, April 20, 2021, from 1:15 p.m. to 1:45 p.m. Eastern Daylight Time (EDT). A racially biased criminal justice system has disproportionately impacted communities of color in the U.S. and created significant barriers to employment for the formerly incarcerated. This data-driven discussion will explore criminal justice systems, the role of arrest and conviction records in screening, prisoner reentry programs such as fair chance hiring, “Ban the Box” legislation, and guidance on mitigating racial bias in the screening process.
The decision to transition to a fully virtual conference was made based on the continued rise in COVID-19 cases, consultation with the hotel, review of conference activity around the globe, and to allow members, sponsor and exhibitor attendees, regular attendees, and PBSA sufficient lead time to adjust and plan for 2021. Rosen – author of “The Safe Hiring Manual” – was on the steering committee that founded the PBSA, which was formerly known as the National Association of Professional Background Screeners (NAPBS) before rebranding to a new name in 2019.
